국제기구 직원이란?

직원의 신분

유엔 및 각종 국제기구에 소속되어 주어진 공무를 수행하는 직원을 국제공무원 또는 국제기구 직원이라 함
국제기구 직원은 직무를 수행하는 데 있어 소속 기관 외의 다른 당국으로부터 어떤 지시도 구하거나 받지 않음을 원칙으로 함(유엔헌장 100조)
최고 수준의 전문성과 성실성을 기초로 각 기구의 목표 수행을 위해 가능한 한 중장기 계획을 가지고 기구가 필요로 하는 직무를 수행하는 직원을 국제공무원이라 함(유엔헌장 101조)
국제기구 직원은 국제법상 그 직무를 수행하는 데 필요한 국제공무원으로서의 특권 및 면제를 향유함(유엔헌장 105조)

직원의 종류

유엔의 인력은 서로 다른 범주(Category)의 직원으로 이루어지며, 각 범주 내 직급(Grade)이 존재함
전문직/고위직(Professional and higher categories: P and D)
일반직 및 관련직(General Service and related categories: G, TC, S, PIA, LT)
국가 전문가(National Professional Officers: NO)
현장 전문가(Field Service: FS)
선출직(Senior Appointments: SG, DSG, USG and ASG)

1. 전문직/고위직 (P급 · D급)

전문지식이나 기술․경험 등을 활용하여 업무를 수행하는 직종으로 채용은 공석공고를 통해 국제적으로 이루어지며, 채용 즉시 일할 수 있는 전문 인력이 요구됨

2. 일반직 (GS급)

비서, 타이피스트, 운전기사 등 일상적인 일부터 전문업무에 이르기까지 업무범위가 포괄적이며 대부분은 현지 채용임
운전기사/전기 기술자/건물 관리사/인쇄 업자 등(TC), 경비 · 경호원(S), 관광 가이드(PIA), 언어 강사(LT) 등

3. 현장 전문가 (FS급)

UN 등 국제기구는 개도국에 대한 기술원조사업의 일환으로 특정기술분야의 전문가를 원조 수혜국의 요청에 따라 3개월에서 3년 정도 파견하며, 파견된 현장 직원은 해당 전문분야에 대한 광범위한 지식 및 경험 보유가 필수적임
직급 및 급여제도가 전문직 직원과 차이가 있으며 유엔의 경우 FS-4~FS-7으로 직급구분

고용 계약의 종류

유엔의 고용 계약은 기간을 정한 근로계약(Temporary, Fixed-Term) 및 계약기간을 정하지 않은 근로계약(Continuing)으로 나뉨

고용 계약의 종류
Temporary	A temporary appointment shall be granted for a period of less than one year to meet seasonal or peak workloads and specific short-term requirements, having an expiration date specified in the letter of appointment. The appointment of a staff member who has served for the maximum period as described in paragraph (a) above may be renewed for up to one additional year when warranted by surge requirements and operational needs related to field operations and special projects with finite mandates under circumstances and conditions established by the Secretary-General. A temporary appointment does not carry any expectancy, legal or otherwise, of renewal. A temporary appointment shall not be converted to any other type of appointment.
Fixed-Term	A fixed-term appointment may be granted for a period of one year or more, up to five years at a time, to persons recruited for services of a prescribe duration, including persons temporarily seconded by national Governments or institutions for service with the United Nations, having an expiration date specified in the letter of appointment. A fixed-term appointment may be renewed for any period up to five years at a time. A fixed-term appointment does not carry any expectancy, legal or otherwise, of renewal or conversion, irrespective of the length of service, except as provided under staff rule 4.14 (b).
Continuing	A continuing appointment is an open-ended appointment. Staff members recruited upon successful completion of a competitive examination pursuant to staff rule 4.16 shall be granted a continuing appointment after two years on a fixed-term appointment, subject to satisfactory service. The Secretary-General shall prescribe the criteria determining staff members’ eligibility for consideration for continuing appointments.

인사제도

채용은 직원의 퇴직, 기한부 임용, 임기 종료, 다른 국제기구로의 전출, 새로운 보직의 신설 등에 따른 공석 발생시 이루어지므로 부정기적임 필드 전문가의 경우에는 원조 수혜국의 요청에 따라 전문가를 모집하는 경우도 있음
기존 15개의 고용계약을 3가지(Temporary, Fixed-Term, Continuing)로 단순화하는 “고용계약 조건 단순화”를 2009년 7월 1일 부터 시행중 유엔시스템 내 국제기구간 직원 이동 활성화

1. 신분보장

국제기구는 자국여권과 유엔여권을 모두 사용할 수 있으며, 일부 예외적인 경우를 제외하고는 유엔여권(Laissez-Passer)을 가지면 자유롭게 여행할 수 있음
국제기구는 이중국적자를 인정하지 않으므로 이중국적자는 임용시 한 개의 국적을 선택해야 함

2. 급여와 수당

전문직 이상 사무국 직원은 회원국 정부 중 가장 높은 보수를 받는 국가 공무원에 상당하는 보수를 지급(Noblemaire Principle)
보수의 기본구조 : 기본급여(Base salary) + 지역조정급(Post adjustment) + 각종수당 및 혜택
※ 보수기준은 국제공무원위원회(International Civil Service Commission: ICSC)에서 작성하며 수시로 변동됨

4. 직원의 정년

정상적 정년(Normal retirement age) 같은 경우 1990년 1월 1일 이전에 유엔에서 운영하는 유엔합동직원연금기금(UNJSPF)에 가입한 사람들은 만 60세, 1990년 1월 1일 이후 가입자는 만 62세이며, 2014년 1월 1일 이후 가입자는 만 65세임

각 기관(국제기구)마다 의무적 정년(Mandatory age of seperation)에 대한 자체 인사규정이 마련되어 있을 수도 있음

고용 계약의 종류
MANDATORY AGE OF SEPARATION	The Mandatory Age of Separation is set by the Staff Regulations of the employing Organization. The age at which a staff member must separate from the service of his/her employing organization as determined by the Staff Regulations and Rules of that organization. Your employing organization, NOT the Pension Fund, regulates at what age you MUST separate from service. The Fund has no say in and no objection to your staying in active service after having reached NRA. You will simply accumulate additional Contributory Service.
NORMAL RETIREMENT AGE	The Normal Retirement Age for Pension Fund purposes (NRA) is set by the UNJSPF Regulations and Rules. The normal age of retirement, i.e. the age at which a retiring participant would be entitled to a retirement benefit unreduced on account of age as determined by the UNJSPF Regulations and Rules. For the UNJSPF Normal Retirement Age is either age 60, or 62 for participants who entered or re-entered the Fund on or after 01 January 1990 or 65 for those who entered or re-entered on or after 01 January 2014. The Pension Fund regulates which pension benefit you are entitled to and at what rate at the time of separation from service; your benefit option/s and amount depend on your age at the time of separation.
