Dutch nationals travelling to Korea for a period up to 90 days do not need a visa under the Visa Exemption Agreement between the Republic of Korea and the Kingdom of the Netherlands, However, Visa-free entrant must always apply for K-ETA online (k-eta.go.kr) at least 72 hours before departure. The K-ETA approval is only applicable for the purpose of tourism, business meetings(Non-Profit), conferences, seminars, short term study, etc. It is not applicable to those engaged in short employment, whether paid or unpaid, or to those intending to stay long term for study, work, training, etc., in Korea. In both cases, you have to apply for a proper visa.
